BIOGRAPHY

Scott Schoeffel has over 40 years of experience as a healthcare, business, real estate, land use and environmental lawyer. He has counseled clients on a wide range of matters essential to the operation of a successful healthcare business, including healthcare provider operations, state and federal healthcare regulations, development and regulation of integrated healthcare delivery systems, licensing and counseling of health care service plans, managed care contracting and dispute resolution, Medicare and Medicaid reimbursement, administrative law, antitrust, and government affairs.

 Mr. Schoeffel is valued for his business acumen and comprehensive knowledge of the healthcare industry.  In addition to serving clients in private practice at mid-size and international law firms, Scott has an extensive background in corporate legal and management positions. He served as vice president and assistant general counsel of a Fortune 500 hospital system and as executive vice president and general counsel of a publicly traded hospital system in Orange County, California.

Scott also has performed many years of service as both an appointed and elected public official in California. He was a member of the City Council of Dana Point from 2008 to 2016, that city's Mayor Pro Tem in 2010, and its Mayor in 2011. Prior to his service on the City Council, Mr. Schoeffel was a member of the Dana Point Planning Commission for close to 12 years (from 1997 to 2008), where he served as Chairman multiple times. Scott was appointed by the City Council to the positions of Director of the San Joaquin Hills Transportation Corridor Agency Board of Directors from 2010 to 2016 (Chairman 2011-2012 and 2014-2015), and Director of the Foothill/Eastern Transportation Corridor Agency Board of Directors (2015-2016).  Mr. Schoeffel also served for over six years as a member of the Board of Directors of CalOptima Health, the public agency that operates the Medi-Cal managed care plan providing healthcare to approximately one out of four Orange County residents (2016-2022).

REPRESENTATIVE WORK

  • Organized and represented two of the first physican-hospital organizations to contract on a full risk basic with CalOptima (now known as CalOptima Health) when that agency commenced operations as one of California's first county organized health systems in 1995.

  • Developed and acquired on behalf of a provider-sponsored integrated delivery system the first "limited" Knox-Keene healthcare service plan license issued by the California Department of Corporations.

  • Advised health system clients on the formation, qualification, and operation of integrated healthcare delivery systems, in California and across the nation.
